Act 420 requires the advertisement and submission of competitive bids through a “centralized electronic environment,” for municipalities and cities with populations above 10,000.

Using BidBoardLA’s electronic sealed bid tool, buyers can advertise and solicit bids from vendors through a centralized electronic environment. Buyers post contract opportunities through BidBoardLA’s procurement portal with relevant contract requirements. Registered vendors are able to submit bids within the event timeframe. At the completion of the event, bids will be opened in the presence of one or more witnesses at the specific date and time described in the invitation for bids. Errors can be corrected if convincing evidence is provided. Bids may also be withdrawn if it does not affect other businesses that have bid on the contract.
Contracts will be awarded by written notice to the lowest bidder that displays ability to competently execute the requirements set out in the contract. If there is no pertinent loss of quality in the execution of an awarded contract, resident businesses will be chosen over non-resident businesses if a tie should occur in the sealed bidding process.

BidBoardLA support team members may contact individual vendors they believe are especially well qualified for events.

BidBoardLA Procurement Portal has been developed and optimized to run on most modern web browsers. The latest versions of Google Chrome, Firefox, Thunderbird or Internet Explorer 11 are recommended. Because Microsoft no longer supports older versions of Internet Explorer, only Explorer 11 is supported. The only hardware required is a laptop or PC with Internet access. There is no need to install any software to participate in reverse auctions or sealed bid events on the BidBoardLA Procurement Portal.
A reverse auction is an electronic means of price negotiation that uses reverse auction principles. While in a traditional auction the price increases during the event, a reverse auctions aims to achieve the lowest price for the buyer. And rather than being an open-ended activity, the reverse auction is timed and electronically conducted so as to close the event at the earliest practicable moment. The contract (event) winner is the vendor that offers the best combination of price, quality of service and other key factors identified by the buyer in advance of the event.

Through the procurement portal, members can buy goods and services from certified vendors that offer significant cost savings while eliminating traditional procurement methods.

Each reverse auction is managed as a unique event. For low-value events (i.e., events valued at less than $25,000.00) 3-5 business days advance notice will be given. For reverse auction events valued at more than $25,000.00, normal procurement timelines will be followed, providing vendors with a minimum of twenty (20) days advance notice of a reverse auction event.
As with any procurement activity sponsored by the Louisiana Municipal Association or any other state and local procurement offices, each reverse auction will detail the exact requirements for the goods or services being procured. Exact specifications will be available in the electronic form on this site as well as any updates or changes.
While advance notice of a reverse auction may provide vendors with twenty (20) or more days advance notice of an upcoming event, the actual reverse auction will take a minimum of one hour to complete. Most reverse auctions will be completed in under two hours. Because late bidding may result in multiple extensions to the reverse auction time table, reverse auctions may last two, three, four or more hours.
It is recommended that vendors do not participate in a reverse auction until training is completed. Training guides are available on this site as well as event-specific mock auction training approximately 24 hours before each scheduled event. All mock auction training events are advertised continuously on this site. The BidBoard winning bidder fee is due to BidBoard from the winning bidder within thirty (30) days of the contract award. BidBoard will issue an invoice to the winning bidder upon notification by the Louisiana buyer of the contract award.
It is free to register, view open sealed bid opportunities and participate in sealed bid events. When the buyer makes an award to a winning vendor in an electronic sealed bid event, BidBoardLA will collect a small bidder fee from the successful vendor.
Pursuant to the vendor agreement, winning bidder fees for electronic sealed bid events represent 1% of the contract value.
The BidBoard winning bidder fee is due to BidBoard from the winning bidder within thirty (30) days of the contract award. BidBoard will issue an invoice to the winning bidder upon notification by the Louisiana buyer of the contract award.

BidBoard Consulting factors vendor quality, pricing, and reliability when curating contracts for its members to ensure a positive purchasing experience. State organization benefit from lower processing and solicitation costs by accessing contracts pioneered by their peers. The Network Contracts Catalog provides members a user-friendly portal for executing their procurement needs.
Vendors reduce costs of bid preparations on the same solicitations for buyers across the state. Additionally, network contracts expose your business to increased opportunities through our centralized database.
The Network Contracts Catalog provides members a list of vendors under contract to purchase from. BidBoard Consulting works to provide its members with a wide range of goods and services from qualified vendors. If a product is not available through our contract catalog, members have the option to “pioneer” a contract. Buyers work with BidBoard to negotiate terms and pricing of goods and services that will be available to all BidBoardLA members through the contract catalog.
The benefits of pioneering are twofold: Members can define specifications and terms that satisfy their needs, while also increasing the contracts available to the BidBoardLA network.
There are no fees to purchase from a network contract. However, a small administrative fee will be charged to vendors for each individual sale from the contract.
The BidBoard administrative fee for network contracts is due on a quarterly basis. Vendors shall provide BidBoard with data as outlined in the network contract agreement.
It is free to register, view open reverse auction and electronic sealed bid opportunities and participate in events. When the buyer makes an award to a winning vendor in a reverse auction or electronic sealed bid, BidBoard Consulting will collect a small winning bidder fee from the successful vendor. BidBoard Shopping Contracts collect an administrative fees with each individual sale.
Reverse auction, electronic sealed bid, and BidBoardLA shopping procurement methods require different levels of vendor outreach and event management. Fee schedules for procurement methods are as follows:
Reverse Auction: 3% of contract value
BidBoard Shopping: 2% from sale
Electronic Sealed Bids: 1% of contract value
The winning bidder fee is due to BidBoard from the winning bidder within thirty (30) days of the contract award. Contact invoicing@bidboardconsulting.com if you have questions regarding the fee or the timeframe. BidBoard will issue an invoice to the winning bidder upon notification by the Louisiana buyer of the contract award, but the timeframe for paying the fee begins with the actual signing of the contract with the buyer.
